POLICIES

APPENDIX ‘B’ TO THJA CONSTITUTION

The Trillium Hunter/Jumper Circuit is a Provincial Show Circuit of the Ontario Equestrian Federation, 9120 Leslie Street, Suite 203, Richmond Hill, ON L4B 3J9 Tel. (905) 709-6545 or- 1-877-441-7112 Fax: (905) 709-7867

The Purpose of the Circuit

It not only fills in the gaps between the existing recognized shows, permit shows and breed shows, it also provides a solution to the following areas of concern:

(a) Exhibitor/Trainer

    1. The need to develop, upgrade and encourage.
    2. The need for an intermediate step between primary and Equine Canada (EC) recognized competitions.
    3. The need to reduce expenses and time.
    4. The need to provide a quality environment for the development of new stock.
    5. The need to provide an award incentive.

(b) Officials

    1. The need to develop and upgrade Canadian officials.
    2. The need to provide exposure and on-the-job training opportunities.

(c) Show Management

Provides the need to develop and upgrade show management and to encourage uniformity and standardization of shows. The Circuit is to create an avenue that runs parallel to the existing EC Class 1A-9 Shows and for those exhibitors who cannot absorb the high costs; who do not have the caliber of horse necessary to compete at EC 1A-9 Shows but who want an introduction to competition in the EC/OEF and would be given a chance to achieve their objectives. The Trillium Circuit is governed by the rules of Equine Canada and administered by the OEF and the Trillium Hunter/Jumper Association (THJA).

Provincial Circuit

Anyone interested in hosting a Trillium Show must apply directly to their Zone Representative.

A Trillium Hunter/Jumper Circuit Competition is governed by the following rules and restrictions:

(a) Each division of the show must be completed on one day of the show although the whole show may extend over a number of days to a limitation of 72 hours. The show should be held on weekends or statutory holidays. Championships can be extended over a longer period.

(b) Each show will be licensed by the OEF in accordance with the fee structure to be determined from time-to-time by the OEF Board of Directors.

Prize Money: Ontario only

T-CH over $3,501
T-1 $2,001 to $3,500 - Competition fees indicated on
T-2 $1,501 to $2,000 application form
T-3 $1,001 to $1,500
The category of competition will affect the points for the Zone year-end awards and qualifications for the Championship show.

(c) Prize money is limited to a maximum of $100.00 per class. Exception: one $300.00 Sweepstakes Class may be offered per division. The addback/holdback percentage must be stated in the Prize List.

(d) MINIMUM ENTRIES TO OFFER A CLASS

With a minimum of three (3) entries, a class and/or division must be offered. Prize money offered is at discretion of show management.

(e) A Provincial Circuit Competition must use EC Senior or Recorded Officials (Judges, Stewards, Technical Delegates, Course Designers).

(f) Owners/Riders must hold at least a valid EC Associate competitive licence, and must be OEF and Trillium Hunter/Jumper Association members.

(g) Horse/pony passports and Horse/Pony licenses are required in those divisions for which they are required by EC rules. Passports not required for Hack, Equitation and Non-Core divisions.

(h) Future showing status of entries, i.e., Green Hunter, Preliminary Jumper will be affected by results in these competitions.

(i) Equine medications control testing may be carried out and drug testing fees will be collected in the normal way. A304.11

SHOW PROGRAMS (PRIZE LISTS)

(a) It is imperative that you send your Steward and Zone Representatives a copy of the complete program before it is printed. It does not need to be in the form it will be printed but should include all the necessary parts. A SCHEDULE OF CLASSES IS NOT ACCEPTABLE.

(b) Failure to obtain approval of the draft Prize List including the entry form, before it is printed, shall incur a fine. The draft Prize List is to be submitted for approval a minimum of 90 days prior to the show date. Failure to print the prize list as approved shall incur a fine. A601

(c) Three copies of the printed Prize List must be sent to the OEF 60 days prior to the date of the competition. The following sections are needed:
(1) Classes offered with specifications;
(2) Officials;
(3) Schedule for each ring;
(4) Prize money and ribbons, etc. offered;
(5) List of rules pertaining to your competition and the EC Statement of Principle;
(6) Declaration of standing and membership in the EC and OEF;
(7) Two copies of the entry form;
(8) Classification of Show, i.e., T-1, T-2, T-3 or T-CH, must be printed in the Prize List;
(9)All entry forms must provide space for the EC, OEF and THJA Membership numbers of the owner and rider.

(d) Standard specifications which appear for classes in the EC Rule Book must be used by all Trillium Competitions in their Prize Lists and Programs. Failure to print proper specifications shall constitute grounds for complaint, unless permission is secured for reasons of economy. In such case, it must state clearly that: “Every class offered herein is covered by the rules and specifications of the current rules of Equine Canada and will be held and judged in accordance with the EC Rule Book.” A602

It is further provided that the entry form of every Trillium Competition must contain the following statement which must be signed by the person responsible: “I hereby certify that every horse, rider and/or driver is eligible as entered and agree for myself and my representatives to be bound by the Constitution and Rules of Equine Canada at this competition. It is hereby recognized that all equestrian sports involve inherent risk and that no helmet or protective equipment can protect against all foreseeable injury. I hereby accept this risk and hold harmless Equine Canada, the competition, their officials, organizers, agents, employees and their representatives.”

ENTRIES

(a) No entry is eligible to compete until the entry form has been signed by the person responsible. A801.5

(b) All entry forms at competitions that are subject to the new junior headgear rule (Article A905.4) must include the following and ensure that the entry form is signed by the parent/guardian. “In the event that (name of junior) participates in an Equine Canada sanctioned competition where approved headgear is required for juniors, he/she will wear a properly fitted, ASTM/SEI or BSI approved helmet. It is understood that juniors not meeting this requirement will not be allowed to show at these competitions”. (New A802.0)

(c) Any person signing an entry form is responsible for all statements contained on the form. The person signing must be a full or associate member of Equine Canada, a member of the OEF and the THJA, except in the case of parents or guardians of Junior Competitors.

(d) Entries will not be allowed to show until previous debts are paid.

SHOW OFFICE

(a) A provincial circuit competition is required to have copies of the EC Rulebook that they may purchase from the PSO. A304.13

(b) The Secretary of each Trillium competition shall have a copy of the current Equine Canada Rules which must be available for reference at all times during the competition. A502.2

(c) The Secretary of each Trillium Competition shall, within 10 days of the last day of the show, send to the OEF and Zone Representative (or person designated to do Zone points) a Master List of all competitors together with a list of all award winners and their placings.

Drug Fees and Trillium Development Fees must be submitted to the OEF and Zone Representative respectively within 30 days of the last day of the show. Failure to do so will incur a fine.

OFFICIALS

(a) The competition must furnish the judges in each class with a score card.

(b) The competition must provide appropriate badges for all officials.

LIABILITY

(a) All competitions must have liability insurance -- minimum limit $2-million -- and must provide proof of such to the OEF. A507

(b) Provisions should be adopted prior to the competition for the proper handling of emergencies such as fire, accident and horse mortality. For the protection of the audience and exhibitors, medical assistance must be available on the grounds and an ambulance must be at least on call during the competition. A508

(c) Each Trillium Competition must have a qualified veterinarian present or on call. A508.4

EMERGENCY MEDICAL SERVICES

It is mandatory that all national and provincial competitions have on site emergency medical services with a minimum of advanced first aid and basic cardiac life support (BCLS). A crisis response plan must be submitted to the steward with the prize list for approval. Jumping in competition and warm-up areas should be suspended if the sole medic on site is handling an emergency she/he cannot leave. G101

SCHOOLING

(a) When a competition has two over fences rings going at the same time, two separate sets of schooling jumps should be available to exhibitors. Separate warm-up areas must be available for other divisions offered at the competition. A509.2

(b) The competition must provide a number for each entry.

HEADGEAR

(New Equine Canada Rule Jan. 1, 2003)

(a) As a safety measure, at all Equine Canada-sanctioned hunter/jumper competitions it is mandatory that all persons mounted on horseback anywhere on the competition grounds wear protective headgear secured with a safety harness permanently affixed to the helmet..

(b) Junior Competitors must wear proper fitting, approved protective headgear, with the safety harness correctly secured, at all times while mounted on competition or event grounds. Approved headgear meets the ASTM (American Society for Testing Materials) standards and displays the SEI (Safety Equipment Institute) seal. The British standard, BSI, is also acceptable.

The Ontario Government has passed legislation that every public stable must require approved headgear.

FLAGS

Flags are compulsory in the jumper schooling area (red flag on right and white flag on left). Flags are recommended in hunter schooling areas when juniors are schooling or it is congested; this is at the discretion of the Steward.

HUNTER/JUMPER RULES AND REGULATIONS

ELIGIBILITY

(a) For show purposes, ponies are to be divided as follows:
“A” Ponies - over 13.2 hands, but not to exceed 14.2 hands
“B” Ponies - over 12.2hands, but not to exceed 13.2 hands
“C” Ponies – do not exceed 12.2 hands G406 (p38).

(b) Riders in Pony Hunter Classes
Junior A Riders may not ride “B” or “C” ponies
Junior B Riders may ride “A”, “B” or “C” ponies
Junior C Riders may ride “A”, “B” or “C” ponies

EQUITATION

(a) Individuals are juniors until the end of the calendar year in which they reach the age of 18.

Junior “A” – Riders are classified as Junior “A” from the beginning of the calendar year in which they reach the age of 16 to the end of the calendar year in which they turn 18.

Junior “B” - Riders are classified as Junior “B” from the beginning of the calendar year in which they turn 13 to the end of the calendar year in which they turn 15.

Junior “C” - Riders are classified as Junior “C” until the end of the calendar year in which they turn 12,

(b) Equitation “A” Over Fences -, eligible Pony Riders, Children’s and Junior Riders will jump their respective fence heights and distances.

(c) Adult Equitation - Adult equitation riders must be Amateurs.

(d) A horse/pony ridden in an Equitation Over Fences class or in the Jumper Medal may only be ridden in that class by one rider. NEW PROPOSAL

(e) Passports not required for equitation classes. NEW PROPOSAL

HACK DIVISION

(a) Horses in this Division may be of any breed or combination of breeds, must have a natural action, i.e., not high and/or weighted, and must be over 14.2 hands. Passports not required. The Hack Division shall consist of Road, Show and Pleasure.

(b) Martingales, breastplates, boots of any kind and/or bandages are not allowed. Dropped and flash nosebands are prohibited. Brow bands shall be leather of any description but not solid white, coloured or sequenced. F1004.3/4/5 Whips not permitted in any hack class. F1006

HUNTER

(a) Low Hunter - As this division is included in the core program, horses placing in the Low Hunter classes cannot be excused from jogging into the ring prior to receiving their award. Failure to jog will result in the forfeiting of their placing.

(b) Adult Amateur - Riders must have Amateur Status as per Equine Canada rules. In order to stay in line with the Equine Canada rules, Adult Amateurs may enter into Trillium Jumper division, i.e., EC Article G707(2) Amateur 1 and 2 Jumpers. Riders may cross enter into the Modified Junior/Amateur Hunter Division (3’3”) and into miscellaneous jumper classes where the height of the fences does not exceed 1.15m (3’9”) (Amended Nov. 2003)

(c) Children’s Hunter - Children’s Hunter competitors may enter in the Trillium Jumper Division, i.e., EC Article G704 Junior 1 & 2 Jumpers. Riders showing in this division may cross enter into Modified Junior/Amateur Hunter (3’3”) and miscellaneous Jumper Classes where the height of the fences does not exceed 1.15m (3’9”).

(d) Modified Junior/Amateur Hunter – Open to all Junior and Adult Amateur riders including Children’s Hunter and Adult Amateur riders. Fence height 3’3” (Amended Nov. 2003)

(e) Trillium Hunter – Open to all riders except Children’s Hunter and Adult Amateur riders. Fence height 3’6”

(e) Short Stirrup Division – An optional division for 2005 and 2006 for the Zones to offer and which will qualify for representation at the Championships. Riders must be of the age eligibility for ‘C’ Equitation. Junior ‘C’ Equine Canada definition – Junior ‘C’ riders are classified as Junior ‘C’ until the end of the calendar year in which they turn 12. Short Stirrup riders are not allowed to enter any other classes except for ‘C’ Equitation on the flat. Short Stirrup riders need all required memberships – OEF and THJA and Equine Canada Sports License and the horse/pony must have a passport. For the over fences classes there will be a maximum of eight (8) fences, vertical or oxer, to a maximum height of 18”. Both horses and ponies may be entered but lines (distances) will not be adjusted. Prize money will be paid at the Championships but is optional at the Zone level. (new 2005)

(f) Small/Medium Pony – This division will be split at the Championships. (New 2005)

JUMPER

Trillium Jumper - This division is part of the core program with points accumulating to qualify for the Trillium Championships. Standing martingales, German martingales and draw reins are not allowed for any competitor in this division. First round maximum height of 3’6”. Up to a maximum of 50% of fences may be raised to 3’9” in jump-off.

TRILLIUM JUMPER MEDAL

Open to Junior and Amateur riders only. This class will have both an over fences and a flat phase, with the over fences phase being completed first. 50% of competitors, or a maximum of 12, to be called back to complete the flat phase of the competition. Tack and Equipment of horse and rider as per Equine Canada Jumper rules for recognized jumper divisions, and must remain the same for both phases. Maximum height 3’3”. The top four (4) riders will complete a short test determined by the Judge. (NEW 2005)

CHILD/ADULT JUMPER

Open to Junior and Amateur riders only. Standing martingales allowed but German martingales and draw reins are prohibited. Points accumulate to qualify for Trillium Championship Show. Fence height 3’–3’3” 50% of the fences may be raised to 3’3”. No cross-entry from Child/Adult Jumper to Trillium Jumper on the same horse. A rider may ride one horse in Child/Adult provided he/she is a Children’s or Adult Amateur rider, and a second horse in the Trillium Jumper.

NEW DIVISION FOR 2006 – Pilot Project Modified Child/Adult Hunter – optional for Zones for 2006. It is a qualifying division for the 2006 championships. Maximum height of fences 2’9”.

The division will consist of two (2) over fences and one (1) under saddle. One Medal class can be added following the Division but it does not count towards the Champion and Reserve Champion points.

At the Championships the division will consist of two (2) over fences and one (1) under saddle class followed by one (1) Medal class. Prize money will be paid at the championships for the two over fences and one under saddle classes.

Restrictions for RIDERS in this division: The RIDER may NOT enter in any other division at that show with the exception of the Hack Division. They may also enter in their applicable equitation class on the flat only. The horse may, however, with another rider, enter in another division(s) at that show. EC, OEF and THJA memberships and a valid Passport are required for owner and rider.

Modified Child/Adult Hunter Medal Class: An equitation class for Modified Child/Adult Hunter riders, it will follow the Modified Child/Adult Hunter Division. It will consist of a relatively simple equitation class over fences – 2’9” class – with the top 10 riders being called back to do a phase on the flat.

PROTESTS

Except for protests concerning officials, protests may only be made by an EC member who is the owner, exhibitor, his/her agent authorized in writing, or the rider of a horse competing in the division of the competition in which the question arises. A protest must be made in writing and must be delivered to either the Chairman of the Organizing Committee or a member of the jury within two (2) hours of the occurrence that gave rise to the protest and be accompanied by a cash deposit of $100. Deposit will be returned if the protest is sustained in the final decision; but forfeited if it is not. G810.1

EXHIBITOR REPORT FORMS

Exhibitor report forms will be available at each competition. The competitions, as well as the THJA, would like to know what criticisms, ideas and general comments you have on the Trillium Circuit. Fill in the form, retain the last copy for your records and return the first copy to either the competition’s secretary or directly to the THJA Zone Rep(s).

POINTS ACCUMULATION

(a) To be eligible to accumulate points at a Trillium Competition toward a year-end zone award or toward participation in the Trillium Championships, competitors and competition horse owners must be current members in good standing of Equine Canada, the OEF and the THJA.

(b) The individual is considered to be a THJA member once membership application and payment have been received by either their Zone Representative or the THJA membership secretary. Membership applications will not be accepted after the closing date of entries for the Trillium Championships of the current year.

(c) All riders and owners competing on the Trillium Hunter/Jumper Circuit, whether accumulating points or not, must be members of the THJA. (New November 2005)

ELIGIBILITY FOR TRILLIUM CHAMPIONSHIPS & ZONE YEAR-END AWARDS

(a) The zone in which points are being accumulated by a horse/pony/rider shall be designated on the THJA membership card for the current year of the individual. Any change made during the year must be registered with the THJA membership secretary, prior to competing in the new Zone by fax, mail or e-mail. Confirmation re the change required from the THJA membership secretary. (New Nov. 2003)

(b) A horse may only qualify for two (2) divisions over fences plus equitation and Hack Division for the Championship Show. (c) The top seven (7) horse/ponies/riders in each Division in each Zone will be eligible to compete at the Trillium Championships. In the event a qualifying competitor is unable to compete, the next eligible competitor will be invited. In the event of a tie for 7th place all tied competitors are eligible for the Championships and year-end awards.

(d) The horse/pony/rider accumulating points for that class or division must compete in at least 50% of Trillium Competitions in that Zone in their respective division. In Zones hosting fewer than 8 Trillium competitions, horse/pony/rider must compete in at least four (4) Trillium competitions in their respective Zone and division, in order to qualify for year-end Zone awards or to be eligible to compete at the Trillium Championships. (New Nov. 2003)

THJA MEMBERSHIPS

Trillium Hunter/Jumper Memberships for the current year for riders and owners must be purchased prior to the competitor’s/owner’s first competition. Points will not be accumulated until the THJA membership is paid in full to the THJA Membership Secretary or the current Zone Rep.

The THJA fee is $10 if you renew before May 31st. After May 31st, renewal fees will be $20. New memberships will remain at $10.
